What is UGC Status & Parameters Journal Publication?

The University Grants Commission — Consortium for Academic and Research Ethics (UGC CARE) kept a reference list of quality journals for Indian universities to use, until UGC ended the list (decided 3 October 2024, confirmed 16 July 2025) and put suggested parameters for selecting peer-reviewed journals in its place. The five stages, step by step

1. Initial screening — covers scope fit, formatting, complete author details and affiliations, an abstract and keywords, and reference formatting. It is usually finished within a day.
2. Plagiarism and similarity verification — the manuscript is run against the similarity database, and any that exceed the 20% threshold go back for revision before reaching a reviewer.
3. Double-blind expert review — two or more reviewers weigh originality, methodological rigour, analytical quality, how thorough the literature review is, and how clearly the work is presented.

How a Crossref DOI Transforms Your Paper's Prospects

A DOI (Digital Object Identifier) gives your research paper a lasting, unique identity. Lacking one, a paper may vanish when journal URLs change, be shut out of major databases and go completely unnoticed by citation tracking systems.

The key difference is that a URL tells you where a file is right now, while a DOI tells you which work it is and lets the resolver find its present location. When a publisher redesigns the site, changes platform or switches domain, the URL breaks but the DOI survives, because the target is updated in the CrossRef registry and every citation already in print still resolves.

A full structured record is deposited along with the DOI: the title, each author with ORCID, affiliations, abstract, ISSN, volume, issue, pages, publication date, licence and the complete reference list. It is the reference list that drives automatic citation matching, so depositing yours adds to other people's citation counts just as theirs add to yours.

Indexing, Abstracting and Worldwide Discoverability

Each JMVRA article is open access: anyone can read and download it without a paywall, subscription or registration, and it carries a Creative Commons Attribution 4.0 International (CC BY 4.0) licence.

CC BY 4.0 means you retain copyright. Rather than handing your work to a publisher, you allow readers to share and adapt it as long as they credit you. Most major research funders recommend this licence, and many require it.

Open access also boosts discoverability directly, for practical rather than ideological reasons: search engines can index the whole text instead of just the abstract, aggregators deliberately favour open records, and a reader who meets a paywall does not pay but simply clicks the next result. Every paywall means a lost citation.

Spotting a Predatory Journal

False indexing claims are the commonest kind of misrepresentation in academic publishing, since logos are simple to copy and most authors never check them. Be alert to:

• A page full of database logos that have no links and no journal-level record you can verify
• A promoted impact factor issued by an organisation that refuses to reveal its methodology
• A claim of being “Scopus indexed” with no source record ID that you can look up
• Acceptance that is guaranteed, or publication promised inside 24 hours of submission
• An editorial board with no names listed, or members whose affiliations cannot be verified
• A missing statement on plagiarism, ethics or the peer review process
• Charges that only surface after acceptance, or that shift during correspondence
• Mass-mailed invitations opening with “Dear Esteemed Researcher” that get your field wrong

Run this quick check, which takes about fifteen minutes: confirm the DOI of a recent article, look up its CrossRef record, search for it on Google Scholar, check the ISSN at portal.issn.org, check the journal against UGC's Suggested Parameters (the UGC-CARE list has been discontinued), look up two editorial board members, and make sure the full fee is stated before you submit.
