Transparent Peer Review, Published in the Open
JMVRA publishes the reviewer's report and the editorial decision alongside the article. Readers can see how a paper was tested instead of taking “peer reviewed” on trust — and reviewers get verified credit for work that is normally invisible.
What Transparent Peer Review Actually Changes
Not the rigour of the review — the visibility of it.
Open Reviewer Reports
The written assessment is published with the article. A reader can judge the depth of the review, not just its existence.
Optional Identity Disclosure
Reviewers may be named if they consent. Optional by design — candour matters more than attribution.
Public Review History
Submission history, review reports, author responses and editorial decisions can all be made available.
Collaborative Review
Authors, reviewers and editors can discuss revisions openly, turning a verdict into a conversation that improves the paper.
Post-Publication Comment
The work stays open to scholarly discussion after publication instead of closing the moment it appears.
Verified Reviewer Credit
A certificate and appreciation letter that count as evidence of review activity for promotions and institutional records.
The UGC CARE List Is Gone — What Replaced It
UGC discontinued the UGC CARE Journal List in its Public Notice of 3rd October 2024 (584th UGC Meeting). In its place came the 2025 Peer-Reviewed Journal Policy, which sets suggestive parameters for identifying credible journals — centred on transparency, research integrity and genuine transparent peer review rather than membership of a list.
JMVRA is a Transparent Peer-Reviewed (Refereed) Open Access journal and is valid under that policy.
How the Review Runs
Five stages from submission to a published report and certificate.
Submission
The manuscript arrives through the online system and is screened for plagiarism, formatting and scope before any reviewer sees it.
Reviewer Assignment
Assigned through the Scholar9 portal to subject experts chosen on expertise, review history and availability.
Open Review
Originality, methodology, significance and clarity are assessed under one of three open models, with the report written for publication.
Decision & Revision
Accept, accept with revisions, or reject — with the reviewer's written reasoning supplied to the author, not just the verdict.
Publication & Certificate
Reports, consented identities and the decision history are published, and the Transparent Peer Review Certificate is issued.
Transparent vs. Traditional Peer Review
| Traditional (Closed) | Transparent | |
|---|---|---|
| Reviewer report | Seen only by the author | Published with the article |
| Reviewer identity | Always anonymous | Named where the reviewer consents |
| Editorial decision | Unexplained to readers | Documented and visible |
| Reviewer credit | Invisible work | Certificate and appreciation letter |
| Detecting bias | Nearly impossible | Open to scrutiny |
| Author dispute | Rejection with little reasoning | Written reasoning supplied |
| Indexing bodies | Increasingly sceptical | Actively preferred |
The Transparent Peer Review Certificate
Issued to reviewers and editorial board members — and to the journal itself.
For Reviewers
An official certificate plus an appreciation letter — verified proof of review activity for promotions, institutional records and research portfolios.
For Editorial Board
Formal acknowledgement of ethical, unbiased evaluation work, and documented decision-making that stands up to challenge.
For the Journal
Stronger credibility, better submissions, and improved standing with indexing bodies such as Scopus and Web of Science.

Frequently Asked Questions
What is transparent peer review?
Peer review where the reviewer reports and the editorial decision are published alongside the article, instead of staying private between the journal and the author. A reader can see how the paper was tested rather than taking the phrase "peer reviewed" on trust.
Is JMVRA valid after the UGC CARE list was discontinued?
Yes. UGC discontinued the UGC CARE Journal List in its Public Notice of 3rd October 2024 (584th UGC Meeting) and replaced it with the 2025 Peer-Reviewed Journal Policy, which sets suggestive parameters for credible journals. JMVRA is a Transparent Peer-Reviewed (Refereed) journal and is valid under that policy.
Are reviewer names always published?
No. Identity disclosure is optional and requires the reviewer's consent. It stays optional on purpose — a junior reviewer assessing a senior author's work has to be able to be candid without attribution.
What does a transparent peer review report cost?
The report is issued through Scholar9.com at ₹700 for Indian authors and $20 USD for international authors. It is optional and separate from the publication charge.
Do reviewers get anything for the extra work?
Yes — an official Transparent Peer Review Certificate and an appreciation letter, both usable as verified evidence of review activity for promotions, institutional records and portfolios.
Does transparent review slow publication down?
No. Review is completed in 1–2 working days and publication follows 1–2 days after the required documents arrive. Openness changes what is published about the review, not how long it takes.

Before you order a transparent review report
Six things to settle before paying for the optional report.
- Your paper has been accepted — the report describes a review that has already happened
- You know which model applied: open report, open identity (with consent) or open participation
- You want a citable record on Scholar9.com, separate from the published article
- You have the Registration ID from your submission email to quote
- You have checked the sample report so you know what arrives
- You understand it is optional — publication does not depend on it
